Fort Wayne Parks and Rec Earns National Accreditation... Again!

On October 13 the Fort Wayne Parks and Recreation Department achieved re-accreditation by the Commission for Accreditation of Park and Recreation Agencies (CAPRA). The Fort Wayne Parks and Rec Department is one of only eighty-eight park and recreation agencies in the country to currently hold national accreditation. This notable accomplishment was announced in Salt Lake City, UT at the National Recreation and Park Association (NRPA) 2009 Congress and Exposition.

The process of re-accreditation is extensive and took several months to accomplish. After completing the application process, the agency developed a detailed self-assessment report followed by a visit to Fort Wayne by a team of experienced park and recreation professionals. Finally, a review was conducted by CAPRA and re-accreditation was formally conferred by the Commission.

Every five years, an accredited agency must be thoroughly reviewed to ensure continued compliance with the accreditation standards that have been established by the Commission. These standards represent all areas of operation for parks and recreation departments. National accreditation requires park and recreation agencies to respond to 155 standards representing elements of effective and efficient operations. To become accredited, agencies must fully meet 36 standards deemed fundamental to a quality agency and at least 102 of the remaining standards.

The Commission is comprised of representatives from the National Recreation and Park Association, the American Academy for Park and Recreation Administration, the National Association of County Park and Recreation Officials, the International City/County Managers Association, American Association for Physical Activity and Recreation, the Armed Forces Recreation Society, and the Council of State Executive Directors.

INDOT Seeks Federal Funds For High Speed Rail

On behalf of the Midwest Regional Rail Initiative, Indiana requested $2.8 billion in American Recovery and Reinvestment Act (ARRA) funds to plan, build and launch high-speed rail service from Chicago to Cleveland. A copy of the application is available on the Indiana Department of Transportation (INDOT) Web site at http://indot.IN.gov/3064.htm.

“With the support of our counterparts in Chicago and Ohio, INDOT submitted one application that Indiana believes stands the greatest chance of being approved by the Federal Rail Administration,” said INDOT Commissioner Michael W. Reed.

If approved, initial environmental and feasibility studies would fully consider two routes through Indiana, either a northern route with proposed stops in South Bend, Elkhart and Waterloo or a southern route with proposed stops in Plymouth, Warsaw and Fort Wayne. Both routes would also include a proposed stop near Gary.

ARRA, commonly known as the federal stimulus package, provides an $8 billion initial investment in high-speed intercity passenger rail, followed by an additional $1 billion a year for five years. In August INDOT requested $71.4 million in final design and construction funds to improve the congested Norfolk Southern rail line that connects Chicago to Detroit through northwest Indiana. The Federal Rail Administration anticipates announcing grant awards this winter.

Indiana is one of nine member states in the Midwest Regional Rail Initiative, an ongoing effort to develop and expand access to an improved passenger rail system in the Midwest. This proposed system would provide high-speed rail service of 80 to 110 miles per hour with shorter travel times, increased frequency of service, accessibility and reliability. Other participating states are Illinois, Iowa, Michigan, Minnesota, Missouri, Ohio, Nebraska and Wisconsin.

Superior Essex to Expand Manufacturing Operations in Fort Wayne

Superior Essex has announced they will begin operations in a new, state of the art manufacturing facility co-located with their primary mid-west distribution center at 3405 Meyer Road in Fort Wayne. As operations are ramped up in this 80,000 square foot facility, production will be transitioned from its Clifton Park, N.Y. facility. In addition to the $1.3 million the company will invest in the project, they will create up to 15 new jobs by 2010.

“We believe this investment makes sense as part of our continuing effort to improve manufacturing processes, flow, and techniques. This will improve our quality, responsiveness, and capacity,” said Hank Pennington, Vice President and General Manager for Superior Essex. “With the commencement of this project, the affiliation between Superior Essex and the City of Fort Wayne continues to strengthen.”

Superior Essex is based out of Atlanta, Georgia and is one of the largest wire and cable manufacturers in the world. The company operates 24 manufacturing facilities in the United States and various countries, and employs more than 3,800 workers around the world.

“We know that staying competitive means making tough decisions and we’re glad Superior Essex chose Fort Wayne as the place to focus this operation,” said Governor Mitch Daniels. “This company is a long-time Indiana citizen that continues to grow and create new jobs for Hoosiers.”

The Fort Wayne Common Council will consider phasing in taxes associated with this project. Superior Essex could save $247,289 on real and personal property taxes over ten years, as well as a $64,000 grant from the City of Fort Wayne. The company is also eligible for $75,000 in job-specific training, $25,000 in recruitment and assessment services and $15,000 in computer training from WorkOne Northeast. The Indiana Economic Development Corporation (IEDC) will provide $400,000 in Economic Development for a Growing Economy (EDGE) tax credits and $55,000 from the Skills Enhancement Fund.

“This project is a sign of the reliability and confidence Superior Essex has show in the City of Fort Wayne,” stated Mayor Tom Henry. “I commend Superior Essex for offering opportunities to area residents at a time when it is most needed.”

Health Reform Bill Worries Indiana's Government Leaders

According to an article by the Indianapolis Business Journal (IBJ), Senator Max Baucus’ (D-Mont.) health reform bill would result in heavy fees for many of Indiana’s health care companies. Indiana Senators Evan Bayh and Richard Lugar as well as Governor Mitch Daniels have objected to the fees out of concern for Indiana’s medical industries.

Baucus health reform bill would stick Indiana companies with fees

Indianapolis Business Journal
October 10, 2009

The health reform bill sponsored by U.S. Sen. Max Baucus, D-Mont., would help pay for expanded health insurance coverage by levying fees of $13 billion a year on the health care industry.

The fees would deliver a hefty bill to just about all of Indiana’s major health care companies. But how they’re reacting to the fees is all over the map.

Here’s a breakdown of what some Indiana companies could pay, derived from each company’s share of the U.S. market. The market totals were calculated by U.S. News & World Report, using data from New York-based research firm Capital IQ:

  • WellPoint Inc., $1.1 billion per year
  • Eli Lilly and Co., $88 million
  • Zimmer Holdings Inc., $88 million
  • Biomet Inc., $61 million

The companies crying the loudest are medical-device makers, such as the orthopedics companies in Warsaw.

“We expect that this particular fee would wipe out about 20 percent of all the profitability in the medical-device industry,” Biomet CEO Jeffrey Binder told the “Nightly Business Report” Sept. 16. “And there’s absolutely no way that that will not affect employment.” Because of that potential impact, Indiana’s two senators, Evan Bayh and Richard Lugar, have objected to the fees. Also, Indiana Gov. Mitch Daniels joined four other governors in writing a letter to Baucus, slamming his proposed fees as a job killer.

“Many of these are high-paying, basic science and engineering jobs that must be preserved and increased for a sector that provides an important economic engine for our country and states,” they wrote.
