State Unemployment Insurance Trust Fund Update

The State of Indiana will borrow funds from the federal government for the state’s Unemployment Insurance Trust Fund as a temporary measure until the state legislature acts to replenish the fund. The Indiana Department of Workforce Development (DWD), which administers the fund, sent a letter late Monday from Governor Mitch Daniels to Secretary of Labor Elaine Chao to request the advance.

Unemployment benefits have exceeded the premiums paid into the fund by employers for the past seven years, and the current balance of the state’s unemployment fund is $21 million. The state will borrow up to $10 million for the current month, up to $140 million for December and up to $180 million for January.

“Indiana has a mismatch between benefits paid and the employer taxes that fund them. It’s a problem that has been growing for several years, and we would be working to fix it even if the national economy were strong,” said Teresa Voors, DWD commissioner.
Safeguards are built into the state’s trust fund operations to assure that every eligible Hoosier always receives benefits regardless of the balance in the trust fund.

Indiana last borrowed money from the federal government to support the trust fund in 1983. Several other states, including Michigan, New York, South Carolina and Ohio are either borrowing or have set up a line of credit from the federal government for their unemployment funds. A number of other states are experiencing similar solvency problems.

The state’s Unemployment Insurance Trust Fund is funded by employer tax contributions paid quarterly to the Department of Workforce Development and the interest on those deposits. Workforce Development then pays benefits to claimants. The Indiana General Assembly sets the employer tax rate and the amount of benefits paid to claimants.

The trust fund had a balance of $1.6 billion in 2000; in 2007, the balance had declined to $302 million. Weekly benefits were legislatively increased each year from 1997 to 2005. Increases during that time raised the benefit amount from $236 per week to the current amount of $390.

The amount of premiums paid by employers into the fund has not matched the increased benefits. In 2000, $259 million was paid to claimants, and $277 million in employer taxes and $103 million in interest entered the fund. Since 2001, it has operated in deficit. In 2007, the state paid $172 million more in claims than employer premiums received, and for the first 10 months of 2008, $242 million more in claims have been paid than received through employer premiums.

Chamber Announces Campaign to Stimulate Local Economy



The Chamber, local community leaders and business owners as well as local officials presented a call to action at a news conference yesterday at Covington Plaza. “Give the Gift of Community” encourages Northeast Indiana residents to support local businesses and give to local charitable organizations.

“By spending responsibly and spending locally, individuals have the ability to positively impact our local economy because local spending safeguards our businesses, our jobs, and the ability of our charitable organizations to serve our neighbors in need,” states Kristina Holmes, VP of Communications & Member Relations for the Chamber.

The entire community is invited to join the effort to move forward as a community by supporting the local businesses, services, charities, and most importantly each other. The main premise of the campaign is the fact that spending responsibly with local organizations, will ultimately deliver benefits for all segments of the community.

Chamber Member Old National Bancorp to Acquire Charter One’s Retail Branch Banking Network in Indiana

Chamber member Old National Bancorp (NYSE: ONB) today announced the execution of a purchase and assumption agreement to acquire the Indiana retail branch banking network of Citizens Financial Group, which consists of 65 Charter One branches. As of September 30, 2008, the deposit liabilities to be assumed by Old National through this transaction had a balance of approximately $397.4 million and the portfolio of loans being purchased by Old National consisted of roughly $15.9 million in outstandings. This acquisition positions Old National Bank with the third largest branch network in the state of Indiana.

The 65 branch locations are largely in the Indianapolis area with additional locations in the Lafayette, Fort Wayne, Anderson, and Bloomington markets. The majority of the branches are in-store locations at Kroger Co., Marsh Supermarket, Starbucks and Wal-Mart Stores. This acquisition will position Old National with more than 180 bank branches throughout its franchise.

Old National continues to evaluate it’s participation in the announced TARP Capital Purchase Program. The U.S. Department of Treasury has selected Old National for participation in its Capital Purchase Program for healthy financial institutions. Old National continues to evaluate its participation in the Program and as such did not use any of the TARP funds for this transaction. More importantly after the closing of this transaction, Old National’s capital levels will remain well in excess of regulatory minimums for well capitalized institutions.

Under the terms of the agreement, Old National will pay Citizens Financial Group approximately $15.9 million in cash in consideration of the deposit premium. Subject to regulatory approval, the transaction is anticipated to close in the first quarter of 2009.

“Merry Christmas” Wreath Gets LED Makeover

For the 21st year, Indiana Michigan Power (I&M) is hanging the “Merry Christmas” wreath on the north side of the One Summit Square Building at 110 East Wayne Street.


I&M will light the wreath tonight during HolidayFest 2008, sponsored by the Downtown Improvement District on Wednesday, November 26. Activities for the annual holiday lighting event will begin at 5:30 p.m., with the lighting of the Santa display on the north side of the National City Bank Building.

The wreath is 32 feet in diameter and weighs 3½ tons. There are 3,975 red bulbs, 3,375 green bulbs and 1,150 white bulbs. This year the wreath underwent a mild restoration with some wiring changes and 300 new light sockets, as well as a fresh coat of paint.


In addition, in an effort to conserve energy and save money, I&M has also replaced the incandescent bulbs with light-emitting diode (LED) bulbs that save energy and last longer. I&M also replaced the incandescent bulbs in the strands of lights in the trees around the base of One Summit Square.

Chamber Member Ranked by Inc. Magazine

Inc. Magazine included Kruse Worldwide Courier on its annual ranking of the 5000 fastest-growing private companies in the country. Along with being on the Inc. 5000 list of fastest-growing private companies, Kruse Worldwide was also on the top 100 transportation list of 2008. Get Books to Children in Need

Barnes & Noble Glenbrook is working with United Way of Allen County to get books to children in need this Christmas season. As part of its annual holiday book drive, Barnes & Noble Glenbrook has designated that all donated books will go to Learn United, a United Way reading initiative that focuses on improving reading skills for low-income children.

From now through December 31, 2008, customers can purchase books for Learn United and leave their donation with Barnes & Noble. Last year, customers donated approximately 2,700 books and United Way hopes that number can reach 3,500 this year.
“We have many children in this community who need good books,” said United Way President and CEO Jerry Peterson. “On average, the ratio of books in low-income neighborhoods is one for every 300 children; in middle and higher income neighborhoods, each child has an average of 13 books. Children can’t learn to read if they aren’t exposed to good books, so we must get books into the hands of all our children.”

United Way will distribute books through many programs that serve children in need. Programs include those offered by the Fort Wayne Urban League, Study Connection, Early Childhood Alliance, Big Brothers/Big Sisters, Allen County Education Partnership, Blessings in a Backpack and more.
